FES Madrid organiza, junto con Fundación Alternativas, el debate El ingreso mínimo vital: un cambio de paradigma en la política social.
El ingreso mínimo vital (IMV) es una prestación no contributiva destinada a hogares en situaciones de suma vulnerabilidad y que tiene por objetivos principales reducir la pobreza extrema y garantizar un nivel mínimo de renta en todo el territorio. Se plantea como una respuesta a la ineficacia del modelo anterior, que generaba importantes problemas en cuanto al acceso, la cobertura y la suficiencia de las prestaciones para las poblaciones con rentas más bajas en distintas comunidades.
Su puesta en marcha supone entonces un cambio de paradigma en el modelo de protección de los colectivos más vulnerables, así como la redistribución interterritorial, tanto en su diseño como en su alcance. Las últimas cifras del Instituto Nacional de la Seguridad Social (INSS) indican que, a día de hoy, la prestación llega a más de 660.000 hogares en los que viven casi 2 millones de personas. Se trata de un incremento del 29,2% en el número de prestaciones con respecto al año pasado.
Aun así, el IMV recibe críticas por sus limitaciones, los problemas de non take-up y el porcentaje de solicitudes rechazadas. Se requiere un esfuerzo continuo para asegurar una protección eficaz y equitativa.
Para debatir estas cuestiones, FES Madrid organiza, junto con el Laboratorio de Políticas Públicas de la Fundación Alternativas, el diálogo titulado El ingreso mínimo vital: un cambio de paradigma en la política social. Junto con Milagros Paniagua, Octavio Granado y Pau Marí-Klose, repasaremos los orígenes políticos del IMV, su diseño, su alcance y sus límites.
