¿Puede el Estado del bienestar pueda ayudar a una transición energética sin perder su eficacia en la protección de los grupos vulnerables?
¿Cómo afectan el cambio climático y la política climática a los ámbitos de actuación de la política social? ¿Qué papel desempeñan las políticas sociales en la transición energética? ¿Qué reformas se requieren para que las políticas de bienestar y las políticas contra el cambio climático interactúen positivamente?
La interrelación entre el Estado de bienestar y el cambio climático es diversa. Por un lado, el sistema social se ve claramente y cada vez más lastrado por el cambio climático. Los efectos más notables se pueden apreciar en el sistema sanitario, olas de calor que aumentan la mortalidad e incrementan las enfermedades infecciosas o respiratorias. Por otro lado, las medidas de política energética para luchar contra el cambio climático a veces aumentan los riesgos de pobreza, agravan las situaciones de exclusión social (pobreza energética, retos en relación con la asequibilidad de la vivienda y la movilidad) y se incrementan los conflictos sobre la distribución de recursos públicos.
Es por eso que la Friedrich-Ebert-Stiftung en España organiza, junto con la Fundación Manuel Giménez Abad este seminario, dónde se analizan las interrelaciones entre el Estado del bienestar y el cambio climático. Se examina cómo el Estado del bienestar pueda ayudar a una transición energética sin perder su eficacia en la protección de los grupos vulnerables.
El evento se celebra el 25 de septiembre 2024, a partir de las 17:00 en Palacio de la Aljafería (Zaragoza). El programa cuenta con una ponencia sobre el Estado de bienestar y el cambio climático, por Eloísa del Pino Matute y sigue con una mesa redonda que platea la pregunta ¿Cómo afecta el cambio climático las políticas del bienestar.
